What the model asks for
Published by the Cabinet Office on 5 August 2026, PPN 026 puts good jobs, skills and opportunities for people facing barriers to employment at the centre of central government procurement. It applies to contracts valued at £1m or above, including VAT, for procurements starting on or after 1 January 2027. Social value must carry a minimum weighting of 10% of the total score for contracts from £1m up to £5m, and 20% for contracts of £5m or above. For contracts of £5m or more, at least one social value KPI must be set and reported.

How we evidence it
Our reporting maps outcomes through the Anabranch Social Value Index (ASVI), giving commissioners full evidence against employability, mentoring and progression indicators. The National TOMs framework also carries a specific measure for hiring rehabilitating and ex-offender candidates, over and above standard employment measures. We do not claim outcomes we cannot evidence.
